About Tom

Tom brings over 15 years of experience in instructional technology and course development to his role as Director of Instructional Design at Helix Education. Previously, as Director of Instructional Design at Western Governors University, he developed over 120 courses and shared competency-based models with numerous community colleges through a Gates Foundation grant. In 2010 Tom led the Open Course Library in building 81 open courses for the Washington State Board for Community and Technical Colleges (SBCTC). Tom has consulted for MIT, Creative Commons, the Open CourseWare Consortium, and the Open University of Catalonia.

From 2005 to 2008 he developed eduCommons, an OpenCourseWare platform funded by the Hewlett Foundation at Utah State University. Tom has also taught High School French and Computer Science in Utah and California.

Tom holds an Ed.S. in Instructional Technology and Learning Sciences from Utah State University and a Masters in Educational Technology from Cal State University. He has been featured in EDUCAUSE’s Game Changers for his work on the Open Course Library of the Washington State Colleges. In 2009 Tom helped found TwHistory.org, a project to create and share online historical reenactments using Twitter. TwHistory has received support from the Utah Education Network (UEN) and the Talis Incubator for Open Education.

Tom is married to Camille Caswell, a musician and vocalist. They have 3 children. In his spare time Tom enjoys traveling, cycling, skiing, guitar, photography, and spending time with his family.


Tom has blogged for Computers.net, TechConsumer.com, and several Open Education blogs. These days Tom is most interested in competency-based education, open education, and mobile learning.
