Tom Caswell has over 15 years of experience in instructional technology and large-scale curriculum development. His passion is helping institutions boost student outcomes and employability through improved curriculum design and delivery. Tom has worked with numerous higher education institutions to implement pilots in these areas. As Director of Instructional Design at Western Governors University, he developed over 120 courses and shared competency-based models with numerous community colleges. In 2010 Tom led the Open Course Library in building 81 open courses for the Washington State Board for Community and Technical Colleges (SBCTC).
Tom holds an Ed.S. in Instructional Technology & Learning Sciences from Utah State University and a Masters in Educational Technology from Cal State University. He has been featured in EDUCAUSE’s Game Changers for his work on the Open Course Library of the Washington State Colleges. Tom also has 9 years of High School and university teaching experience in Utah and California.

In 2009 Tom founded Dynamic E-Learning Strategies, Inc. to offer consulting around curriculum development, instructional technology, and open content. Past clients include MIT, the Open CourseWare Consortium, Creative Commons, FL Distance Learning Consortium, Blackboard, and the Open University of Catalonia. In his spare time Tom helped build TwHistory.org, a project to create and share online historical reenactments using Twitter. TwHistory has received support from the Utah Education Network (UEN) and the Talis Incubator for Open Education. Tom also enjoys blogging and has written for Computers.net, TechConsumer.com, and a number of Open Education blogs. These days he is most interested in competency-based education, open education, and personalized learning.
